I want to congratulate the members of the Smith Commission for their report yesterday.

It represents the next chapter of home rule and is a substantial package of new powers and accountability for the Scottish Parliament. It sets out a renewed Devolution settlement for Scotland within the UK.

If elected as Scottish Labour Leader I will ensure that this strengthening of our devolution settlement is fully implemented and that the new powers are used to benefit the people of Scotland.

The challenge and opportunity now for Scottish Labour is to set out how we’d use those powers to bring about the social, environmental and economic justice our country urgently needs.

The task of our new leader is to build a party to win back people’s trust to let us build the fairer, more equal, more successful, and more sustainable country we want to see.

I welcome the fact that all parties came together after the referendum to agree this historic step forward. I call on the new Scottish Cabinet to recognise the extent of the change agreed, even if it is not the outcome they desired, and to give certainty and stability to the Scottish people by using these new powers wisely.
